I like to structure things so there is incentive to provide great service. A race to the bottom based on price doesn’t do that, bucket pricing doesn’t do that, and lots of other things don’t either. We have phone service with a particular company who won’t answer our support calls. And why should they? For what we pay them every month, a single support call will erase their month’s profits. That is not a pricing model that will deliver good service. (Alas, we can’t find a good alternative.)

That’s one of the big reasons I went with NFSN for my hosting—their pay-for-what-you-use model incurs a heavy penalty for downtime, so they have great incentive to focus on high availability. They speak at length in one of their FAQs about how the “bucket” pricing model encourages a hosting company to reduce usage.
